Here\u2019s what the latest Brexit touring update means for independent artists and labels.<\/p>\n\n\n\n<p>For UK musicians, touring Europe after Brexit has been a complicated business for years. Now, MPs are warning that the situation still isn\u2019t improving quickly enough.<\/p>\n\n\n\n<p>The Culture, Media and Sport Committee has criticised the Government\u2019s response to its recommendations on EU touring, saying it is \u201calarmed\u201d by the lack of progress in tackling the barriers facing touring artists.<\/p>\n\n\n\n<p>That comes just days after new Government-commissioned research found that reduced UK touring activity in the EU between 2022 and 2024 was associated with \u00a3208 million in lost UK economic value and 2,490 full-time equivalent jobs across the touring sectors studied.<\/p>\n\n\n\n<p>For independent artists, the numbers point to a bigger issue: Brexit touring barriers aren\u2019t just a headache for major touring productions. They can directly affect whether an emerging artist can afford to take their music abroad at all.<\/p>\n\n\n\n<h2>What\u2019s happening with Brexit touring for UK artists?<\/h2>\n\n\n\n<p>The latest development comes from the UK Parliament\u2019s Culture, Media and Sport Committee, which published its response to the Government\u2019s response on 4 September 2026.<\/p>\n\n\n\n<p>Earlier this year, MPs investigated the problems facing UK performers touring in the EU. Their June report highlighted three major areas of difficulty:<\/p>\n\n\n\n<ul><li>Cross-border travel and work, including different visa and work permit rules<\/li><li>Moving goods, including instruments, equipment and merchandise<\/li><li>Transport and logistics, including restrictions affecting touring vehicles and crews<\/li><\/ul>\n\n\n\n<p>The committee called on the Government to work with the EU and individual member states to find practical solutions.<\/p>\n\n\n\n<p>It also recommended measures that could be taken in the UK, including better support and guidance for artists navigating the increasingly complicated rules.<\/p>\n\n\n\n<p>But according to the committee, there hasn&#8217;t been enough progress.<\/p>\n\n\n\n<p>Dame Caroline Dinenage MP, chair of the committee, said the Government\u2019s own research reinforced the concerns raised by MPs and that it was \u201cdisappointing\u201d that there had been no \u201ctangible progress\u201d despite the recommendations.<\/p>\n\n\n\n<p>That\u2019s a pretty strong message, especially when the Government&#8217;s own research is now putting some numbers behind the problem.<\/p>\n\n\n\n<h2>The cost of Brexit touring is bigger than paperwork<\/h2>\n\n\n\n<p>It\u2019s easy to think of Brexit touring barriers as an annoying bit of admin. Fill in a form, sort out a permit, get your carnet and carry on.<\/p>\n\n\n\n<p>For independent artists, it isn\u2019t always that simple.<\/p>\n\n\n\n<p>Every additional requirement can mean another cost. And when you&#8217;re already trying to make a tour work financially, small expenses can quickly add up.<\/p>\n\n\n\n<p>The Government\u2019s new research, carried out by Ipsos and Nordicity, looked at the economic impact of the UK&#8217;s exit from the EU on touring between 2022 and 2024.<\/p>\n\n\n\n<p>It estimates that UK music artists and promoters experienced a loss of \u00a3180.2 million in GVA and more than 2,050 full-time equivalent jobs when direct, indirect and induced effects are included. The research estimates \u00a381.6 million of direct GVA was lost in music, with 690 direct FTE jobs affected.<\/p>\n\n\n\n<p>The researchers also found that smaller-scale live music was particularly affected.<\/p>\n\n\n\n<p>And this is where the findings matter for independent artists.<\/p>\n\n\n\n<p>A major international act might have a management team, accountants, lawyers and tour managers to handle international paperwork. An emerging artist heading to Europe in a van with a few bandmates probably doesn&#8217;t.<\/p>\n\n\n\n<p>The Government research itself notes that the impacts fall disproportionately on freelancers and SMEs that don&#8217;t have the same in-house administrative capacity.<\/p>\n\n\n\n<p>In other words: the bigger your team and budget, the easier it can be to absorb the complexity.<\/p>\n\n\n\n<p>For everyone else, it can be the difference between a profitable tour and a loss.<\/p>\n\n\n\n<h2>Kate Nash\u2019s \u00a326,000 touring loss highlights the problem<\/h2>\n\n\n\n<p>The financial consequences have already been discussed in Parliament.<\/p>\n\n\n\n<p>During the committee&#8217;s evidence session, musician and actress Kate Nash told MPs that while touring Europe had previously been profitable, her most recent EU run resulted in a loss of around \u00a326,000.<\/p>\n\n\n\n<p>That&#8217;s not just a story about one artist.<\/p>\n\n\n\n<p>The committee heard evidence about younger and emerging performers being particularly affected, as well as the knock-on impact on working-class talent and touring crews.<\/p>\n\n\n\n<p>If international touring becomes something only established artists can realistically afford, the industry risks losing an important part of the artist development pipeline.<\/p>\n\n\n\n<p>Touring isn&#8217;t simply about selling tickets.<\/p>\n\n\n\n<p>For an independent artist, playing shows in another country can mean finding new fans, building relationships with promoters, testing new material, selling merchandise, growing streaming audiences and creating opportunities for future releases.<\/p>\n\n\n\n<p>Take away the ability to tour affordably and you potentially take away several routes to growth at once.<\/p>\n\n\n\n<h2>What about visas and work permits?<\/h2>\n\n\n\n<p>One of the biggest frustrations for UK artists is that there isn&#8217;t one simple \u201cEU touring visa\u201d.<\/p>\n\n\n\n<p>The rules can vary between countries, meaning artists and their teams have to work out what applies to each destination on their itinerary.<\/p>\n\n\n\n<p>British citizens can still travel to the EU under the Schengen short-stay rules, but visa-free travel isn&#8217;t the same thing as having unrestricted permission to work.<\/p>\n\n\n\n<p>As the parliamentary committee explains, UK citizens are generally subject to the 90 days in any 180-day period Schengen limit, while paid performances and other professional activities can be subject to additional national requirements.<\/p>\n\n\n\n<p>That creates a particularly awkward situation for touring artists.<\/p>\n\n\n\n<p>Your passport might get you into a country. It doesn&#8217;t necessarily mean you&#8217;re cleared to perform there.<\/p>\n\n\n\n<p>And if a tour takes in multiple countries, you&#8217;re suddenly dealing with a patchwork of regulations rather than one straightforward set of rules.<\/p>\n\n\n\n<h2>Carnets, customs and the cost of taking your gear abroad<\/h2>\n\n\n\n<p>Then there&#8217;s the equipment.<\/p>\n\n\n\n<p>Musicians don&#8217;t travel light. Instruments, amplifiers, microphones, production equipment, merchandise and other professional goods can all create additional customs considerations when travelling between the UK and EU.<\/p>\n\n\n\n<p>ATA carnets are one part of that picture.<\/p>\n\n\n\n<p>The parliamentary committee recommended that the Government look at ways to reduce the upfront costs associated with carnets for cultural touring.<\/p>\n\n\n\n<p>According to Complete Music Update&#8217;s reporting on the Government response, ministers currently have no plans to subsidise carnets or introduce a Government-backed guarantee or insurance scheme.<\/p>\n\n\n\n<p>For an independent act, that matters.<\/p>\n\n\n\n<p>A tour might already involve petrol, accommodation, crew, venue costs, rehearsal space, promotion and potentially low ticket margins. Adding another layer of upfront costs makes the maths harder.<\/p>\n\n\n\n<p>And that&#8217;s before something goes wrong at the border.<\/p>\n\n\n\n<h2>MPs also wanted a touring advice hub<\/h2>\n\n\n\n<p>One of the more practical recommendations from the committee was the creation of a dedicated cultural touring advice hub.<\/p>\n\n\n\n<p>The idea is pretty simple: instead of artists having to hunt across different Government websites and industry organisations for information about visas, social security, customs, transport and other touring requirements, there would be a central place to find reliable guidance.<\/p>\n\n\n\n<p>The committee said artists and industry bodies currently have to navigate information from multiple sources, with different rules applying across EU member states.<\/p>\n\n\n\n<p>The Government&#8217;s response, however, points towards improving and updating existing online guidance rather than creating the dedicated hub MPs requested.<\/p>\n\n\n\n<p>For artists planning a European tour, that&#8217;s a fairly important distinction.<\/p>\n\n\n\n<p>Knowing where to find the information is one thing. Having a clear, authoritative resource designed specifically around touring musicians is another.<\/p>\n\n\n\n<h2>The Government also rejected a return to Creative Europe<\/h2>\n\n\n\n<p>Touring isn&#8217;t the only issue.<\/p>\n\n\n\n<p>The committee recommended that the UK re-engage with Creative Europe and its proposed successor, AgoraEU, arguing that participation could help UK creatives access funding, partnerships and international opportunities.<\/p>\n\n\n\n<p>The Government has said it has no plans to rejoin Creative Europe.<\/p>\n\n\n\n<p>The committee says withdrawal from the programme has affected more than funding. Witnesses also highlighted lost opportunities for cultural collaboration and for emerging UK talent to build international relationships.<\/p>\n\n\n\n<p>For independent musicians, those networks can be hugely valuable.<\/p>\n\n\n\n<p>International careers aren&#8217;t built solely through touring. Showcases, collaborations, funding opportunities, festivals, creative partnerships and relationships with overseas industry professionals can all help an artist expand beyond their home market.<\/p>\n\n\n\n<p>That makes the wider question bigger than simply: \u201cCan I get a gig in France?\u201d<\/p>\n\n\n\n<p>It&#8217;s about how easy it is for British artists to participate in Europe&#8217;s wider music ecosystem.<\/p>\n\n\n\n<h2>So, is touring Europe still worth it for independent artists?<\/h2>\n\n\n\n<p>Yes, but the business case needs more careful planning than it did before Brexit.<\/p>\n\n\n\n<p>The latest news isn&#8217;t a reason to abandon European audiences. If anything, it highlights why artists need to be strategic about how they build international careers.<\/p>\n\n\n\n<p>The Government&#8217;s research suggests that there is still a significant economic and cultural relationship between UK artists and European audiences. It estimates that reduced UK musician touring activity between 2022 and 2024 was associated with more than \u00a31 billion in lost GVA across the EU member states included in the research, alongside significant employment impacts.<\/p>\n\n\n\n<p>That&#8217;s a lot of lost activity on both sides.<\/p>\n\n\n\n<p>European audiences still want UK music. UK artists still want to reach European audiences.<\/p>\n\n\n\n<p>The problem is getting from one to the other without the costs and administration making the whole thing unworkable.<\/p>\n\n\n\n<h2>What can independent artists do right now?<\/h2>\n\n\n\n<p>While artists can&#8217;t control Government negotiations, there are ways to make an international strategy more resilient.<\/p>\n\n\n\n<h3>1. Do the maths before booking the tour<\/h3>\n\n\n\n<p>Don&#8217;t look only at ticket income.<\/p>\n\n\n\n<p>Factor in transport, accommodation, crew, visas or permits where applicable, customs requirements, insurance, taxes, merchandise logistics and potential delays.<\/p>\n\n\n\n<p>A tour that looks profitable on paper can quickly change once international costs are included.<\/p>\n\n\n\n<h3>2. Consider fewer, stronger dates<\/h3>\n\n\n\n<p>For some independent artists, a smaller run of well-planned European shows could make more sense than trying to cover a huge number of countries.<\/p>\n\n\n\n<p>Look at where your existing listeners are.<\/p>\n\n\n\n<p>Your streaming data, social media analytics and fan engagement can help identify cities or countries where there&#8217;s already an audience for your music.<\/p>\n\n\n\n<p>That way, you&#8217;re not simply touring Europe. You&#8217;re touring where there&#8217;s a reason to believe your audience is waiting.<\/p>\n\n\n\n<h3>3. Keep an eye on the rules<\/h3>\n\n\n\n<p>The biggest lesson from the current situation is that international touring admin can&#8217;t really be an afterthought anymore.<\/p>\n\n\n\n<p>Rules can change, and requirements differ between countries.<\/p>\n\n\n\n<p>Before confirming dates, check the latest official guidance for every country on your itinerary \u2014 including requirements for your crew, equipment and merchandise.<\/p>\n\n\n\n<h2>The bigger picture for UK independent music<\/h2>\n\n\n\n<p>There&#8217;s a bigger concern underneath all of this.<\/p>\n\n\n\n<p>If touring becomes significantly more expensive and complicated, emerging artists could have fewer opportunities to develop internationally.<\/p>\n\n\n\n<p>That&#8217;s potentially bad news for the whole music industry.<\/p>\n\n\n\n<p>Artists need opportunities to grow. Crews need work. Promoters need exciting new acts. Venues need audiences. Fans want to discover artists from other countries.<\/p>\n\n\n\n<p>When one part of that ecosystem becomes harder to access, the effects spread.<\/p>\n\n\n\n<p>That&#8217;s why the parliamentary committee&#8217;s comments matter.<\/p>\n\n\n\n<p>The MPs aren&#8217;t simply asking for artists to have an easier time at the border. They&#8217;re arguing that the UK has a valuable creative export and that the current system is making it unnecessarily difficult for that export to reach audiences.<\/p>\n\n\n\n<p>The Government&#8217;s own research now backs up the scale of the economic impact.<\/p>\n\n\n\n<p>And yet, as of September 2026, the committee says it still hasn&#8217;t seen the \u201ctangible progress\u201d it was looking for.<\/p>\n\n\n\n<h2>What happens next?<\/h2>\n\n\n\n<p>The committee says it will continue monitoring the situation, including the outcome of the next UK-EU summit.<\/p>\n\n\n\n<p>That summit could become an important moment for UK touring artists, particularly if negotiations move beyond broad commitments towards practical changes around visas, short-term touring, customs and transport.<\/p>\n\n\n\n<p>For now, though, the message to independent artists is fairly straightforward.<\/p>\n\n\n\n<p>Don&#8217;t write off Europe, but don&#8217;t underestimate the cost of getting there either.<\/p>\n\n\n\n<p>Build your audience digitally. Use your data to identify promising markets. Plan international shows carefully. Allow extra time and budget for administration. And keep watching for changes to the rules.<\/p>\n\n\n\n<p>Brexit may have changed the route to European audiences, but it hasn&#8217;t removed the demand for UK music.<\/p>\n\n\n\n<p>For independent artists, the opportunity is still there.
