The goal? First introduced to planning guidelines in 2018, many in the live sector backed the guidelines. However, those in the industry feel they <a href=\"https:\/\/completemusicupdate.com\/uk-government-says-it-will-ramp-up-agent-of-change-as-it-seeks-to-simplify-the-licensing-of-night-time-businesses\/\" target=\"_blank\" rel=\"noreferrer noopener\">lack any reel teeth<\/a> given the guidelines are too open to interpretation.\u00a0<\/p>\n\n\n\n<p>The principle puts the onus on developers to soundproof new residential buildings that are built near night-time businesses. It aims to stop the unfortunately all-too-common scenario where a perfectly good venue is hit with noise complaints from residents who moved into new buildings after the existing venue was already operating.<\/p>\n\n\n\n<p>Sounds fair right? If you build a flat next to a live music venue, it shouldn\u2019t be the venue that has to change how they run. A new National Licensing Policy Framework aims to modernise outdated rules and create consistency across the UK.<\/p>\n\n\n\n<p>Currently, licensing policies vary across areas, causing confusion and deterring business owners from opening. The proposed changes would simplify and speed up the process, particularly in new \u2018Hospitality Zones\u2019. These zones would fast-track approvals for \u201calfresco dining, street parties and extended opening hours\u201d.&nbsp;<\/p>\n\n\n\n<p>Even better, the government has already begun auctioning off leases for empty shops that have been vacant for more than a year. This helps to cut both costs and waiting times for businesses.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote\"><p><strong>\u201cPubs and bars are at the heart of British life\u2026 For too long, they\u2019ve been stifled by clunky, outdated rules. We\u2019re binning them &#8211; to protect pavement pints, al fresco dining and street parties &#8211; not just for the summer, but all year round.\u201d<\/strong><\/p><cite>Rachel Reeves, Chancellor of the Exchequer<\/cite><\/blockquote>\n\n\n\n<h3>So what does this mean for the music industry?<\/h3>\n\n\n\n<p>The government\u2019s plan could mean more live venues, fewer noise-related shutdowns, and longer opening hours. All of this means more opportunities for artists, promoters, and music fans alike.<\/p>\n\n\n\n<p>Grassroots venues are a crucial part of British culture. If more venues open, and more venues can stay open, it could help this sector thrive. Venues will be able to stay open later, bringing in more people through the door, creating more jobs, and a healthier scene where more gig opportunities can occur.<\/p>\n\n\n\n<p>All-in-all, these changes should help to curb the rate at which live music venues are currently closing and ensure they thrive.<\/p>\n\n\n\n<h3>Final thoughts<\/h3>\n\n\n\n<p>Of course, these ideas sound good in principle. However, this isn\u2019t the first time the government has floated these ideas. The \u2018agent of change\u2019 principle has been around since 2018 without success.&nbsp;<\/p>\n\n\n\n<p>Still, there\u2019s hope that this new framework could make a difference. This time, it\u2019s backed by a commitment to stronger regulation and simplified licensing.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote\"><p><strong>\u201cRed tape has stood in the way of people\u2019s business ideas for too long.
